Qld: Man accused of giving 3yo poison granted bail
BRISBANE, Feb 18 AAP - A Brisbane man who allegedly poured poison into his three-year-old
son's mouth has been released on bail.
The 23-year-old Keperra man faced Brisbane Magistrates Court on Wednesday charged with
one count of administering poison with intent to harm and one count of acts intending
to disable.
It is alleged the incident occurred at a Keperra residence on February 1.
The three-year-old boy was taken to the Royal Children's Hospital but has since been released.
Outside the court, the 23-year-old's partner said she did not believe he was guilty.
"We both love these kids to death, he's a nice person," she said.
"He loves his kids and would never do anything to hurt them."
The 23-year-old man will reappear in Brisbane Magistrates Court for a committal mention
on March 30.
Police prosecutors did not oppose bail.
The 23-year-old has been ordered not to come into contact with the complainants, which
include his three-year-old and five-year-old sons.

Four Start-ups Raise Financing in Jump-Start Program

The first group of seven small start-ups were selected to join the Jump-Start Program.

CANBERRA, Dec 7 AAP - Aboriginal leaders have told Prime Minister Julia Gillard it
is time to play catch-up after six years without an indigenous representative body.
The co-chairs of the National Congress of Australia's First Peoples met Ms Gillard
for the first time on Wednesday in Canberra.
Co-chair Les Malezer said it was about laying the groundwork for an ongoing relationship
with the federal government.
The congress had its first meeting in July, six years after the Howard government axed
the Aboriginal and Torres Strait Islander Commission (ATSIC).
The independent body has a different structure to its predecessor, with 300 individual
members and links to 130 indigenous organisations, representing between 30,000 to 40,000
people.
The Gillard government will negotiate a formal agreement with the congress next year.
Congress co-chair Jody Broun said indigenous people had felt left out of the decision-making
process for six years.
"We want to put that front and centre so communities are involved in decision," she told AAP.
"(The time gap) has been damaging to the trust that had built up."
Mr Malezer warned that rebuilding trust with indigenous people would take time.
The six years without a formal indigenous representative group had led to bad laws and policy.
"I think it has been damaging," he said.
Both leaders were pleased Ms Gillard had thrown her support behind a referendum on
constitutional recognition for indigenous Australians.
An indigenous expert panel is due to report in January after year-long consultations
on the issue.
"All Australians have to see why this is important not just for Aboriginal people but
Australia as a whole," Ms Broun said.
The government's continuation of Northern Territory intervention policies was not discussed
during the meeting, but future talks were flagged.

SYDNEY, April 3 AAP - Experts say all pregnant women should be tested for vitamin D
deficiency after a new study found low levels are strongly linked to gestational diabetes.
The study of 147 pregnant woman at Sydney's Westmead Hospital gestational diabetes
clinic found 41 per cent were vitamin D deficient.
The research team, made up of doctors from Westmead Hospital and Sydney's Garvan Institute,
say boosting levels of vitamin D in mums-to-be found to be deficient could improve the
health of their babies.
The team said low levels of vitamin D in pregnant women is worrying regardless of whether
they are diabetic, and have recommended testing of all mums-to-be across the country.
"Boosting vitamin D would definitely contribute to a decrease in the rate of rickets
and bone complications in the babies," Dr Jenny Gunton said.
"Low vitamin D levels in mothers are known to correspond with low vitamin D levels
in their babies - and we've been seeing a resurgence of rickets in Australian children
because they're Vitamin D deficient.
"We suggest that all women with diabetes in pregnancy should have their vitamin D levels
checked, and if they are low, they should be treated."
The research is published in the Medical Journal of Australia on Monday.

NSW:Medical centre fire 'suspicious'
SYDNEY, Dec 13 AAP - Police say a fire at a medical centre in Sydney's west is suspicious.
Fire crews were called to the blaze at the centre in Popondetta Road, Emerton, at 9pm
(AEDT) on Sunday and ordered the evacuation of local businesses.
The fire was contained but not before the medical centre sustained some damage.
The cause of the fire is still under investigation but police say it is suspicious.

SOC:Socceroos to face Paraguay in Sydney
SYDNEY, Aug 5 AAP - The Socceroos are to play World Cup quarter-finalists Paraguay
in a friendly international at the Sydney Football Stadium on October 9.
In Australia's first match on home soil since their World Cup campaign, Lucas Neill's
men will take on one of the surprise packets of the tournament in South Africa.
It took a goal from Spain superstar David Villa with just seven minutes remaining for
the eventual champions to get past Paraguay in the quarter-finals.
The South Americans, who boast the likes of Manchester City striker Roque Santa Cruz,
veteran Sunderland defender Paulo Da Silva and goalkeeper Justo Villar in their ranks,
will also play the All Whites in New Zealand on their tour on October 12.
The All Whites held Paraguay to a 0-0 draw in the group stages during the World Cup.
Football Federation Australia (FFA) chief executive Ben Buckley announced the fixture
on Thursday, noting it will be the only time fans will get to see the Socceroos on home
soil before the end of the year.
"It should be a fantastic match as Paraguay is a top quality opponent as shown by the
fact the team reached the quarter-finals of the FIFA World Cup before losing to eventual
winners Spain," he said.
"It will give the Socceroos the chance to benchmark themselves against first class
opposition as they prepare for the AFC Asian Cup in Qatar in January and most likely with
a new coach at the helm."
The FFA are currently searching for a coach to take over from Pim Verbeek, with national
technical director Han Berger filling the role on a temporary basis.
The Socceroos, ranked 20th in the world, are already scheduled to play Slovenia in
Ljubljana on August 11, Switzerland in St Gallen on September 3 and Poland in Krakow on
September 7.
Australia have played Paraguay four times previously - a three-match series in 2000
in Sydney, Brisbane and Melbourne and one match in 2006, with the Socceroos holding a
slight edge with one win and three draws.
For the Kiwis, they are taking the match as an opportunity to build on the momentum
gained from their unbeaten run during the World Cup.
New Zealand Football chief executive Michael Glading said getting the friendly against
the World Cup quarter-finalists, now ranked No.16 in the world, so soon after the tournament
was "a real coup".
"Bringing a top-20 team has not always been viable in the past, but football's stock
is rising and this match is a chance to keep that World Cup momentum going and for fans
to see all their World Cup heroes back at home again," he said.

Qld: Crews finish repairs after fierce storm
BRISBANE, Dec 23 AAP - Power has been restored to 36,000 southeast Queensland homes
that were blacked out in a fierce storm on Tuesday.
The State Emergency Service (SES) said it responded to 56 calls, 30 in Brisbane, after
wind gusts of up to 132km/h and heavy rain caused flash flooding from about 1pm (AEST).
A spokeswoman said most of the jobs involved leaking roofs and sandbagging, and were
completed overnight.
Most homes had electricity restored by 10pm (AEST), but Energex crews worked through
the night to put the remaining 150 homes in Brisbane's north back online by Wednesday
morning, a spokeswoman said.
"Crews had most of the power restored last night, but there were a few pockets that
still needed to be made safe from fallen powerlines," she said.
Energex recorded 25,000 lightning strikes in Queensland on Tuesday, about 5000 of them
in the southeast.
Crews are now on standby for another storm expected late on Wednesday.

CANBERRA, Aug 13 AAP - A permanent tax hike will be imposed on alcopops after the Senate
passed legislation previously opposed by the coalition.
Labor's 70 per cent tax rise on ready-to-drink alcoholic beverages was only opposed
by Family First senator Steve Fielding on Thursday.
The opposition, who with the help of Senator Fielding voted down an earlier attempt
to pass the tax, agreed to support the legislation this time round.
Despite some Nationals threatening to cross the floor on the issue and vote down the
draft laws in the upper house, they fell into line at the last minute.

Qld: Officer accused of intimidating for sex cleared by tribunal
A Brisbane police officer accused of intimidating a woman to perform oral sex on him
has been cleared by a tribunal.
Constable MARK WILLIAM BIOLETTI has been suspended from his position at the Petrie
police station on Brisbane's northside without pay since 2003.
Two women had alleged he tried to blackmail them for sexual favours .. but all charges
against BIOLETTI were dropped in 2004.
However the Crime and Misconduct Commission insisted the allegations of one woman be
pursued through the Misconduct Tribunal.
Tribunal senior member PAUL FREEBURN SC .. today dismissed the allegations .. saying
the woman's evidence is unreliable.
Despite describing Constable BIOLETTI as not a particularly convincing witness either
.. Mr FREEBURN said the woman's evidence was unreliable and the allegations could not
be proven.

Vic: Man to appear in court on attempted murder charge
MELBOURNE, Aug 31 AAP - A 40-year-old man will face court today charged over the attempted
murder of a Melbourne man who was brutally bashed and left brain-damaged three years ago.
Steven Finn, of Camberwell, appeared before a bail justice in an out-of-sessions court
hearing last night.
He was remanded in custody to appear in Melbourne Magistrates Court, facing six charges
including attempted murder, assault and drug-related offences.
Broadmeadows man Maurice Nugnes was attacked and left for dead in the back of a stolen
station wagon in suburban Flemington in October 2003.
Mr Nugnes, then 34, has no recollection of the attack and has been unable to provide
police with a motive.
Detectives re-opened the case last week when a witness came forward with new information.
Police arrested Finn yesterday during drug raids in the Melbourne suburbs of Rockbank,
Burnside and Upwey.
Another four men were arrested and charged with drugs and firearms offences. One was
charged with possessing child pornography.
Two women were also questioned.

MELBOURNE, Dec 26 AAP - Australians may see tax cuts next year if the conditions are
right, federal Treasurer Peter Costello says.
Mr Costello told journalists in Melbourne today that for further tax reforms and tax
cuts to occur, interest rates must remain low.
"I think the time is right, consistent with low interest rates and that's the caveat
I put on that, it's very important that we keep interest rates low," Mr Costello said.
"We did it (tax cuts) in 2003 and again in 2004, and 2005, and if we can do it again
we'll do that as well."
Economists believe the time has never been better for further reform of the tax system,
with the economy strong.
In a report in today's Herald-Sun newspaper, AMP Capital chief economist, Shane Oliver,
said Australia's tax rates were too high and uncompetitive when compared with the rest
of the world.
"My feeling is that the marginal tax rates, particularly the top rate are too high,"
Dr Oliver told the newspaper.
"If you want to have a sustainable economy you have to give people encouragement to work hard."
But Mr Costello said the focus of tax cuts should not be on one group of income earners.
"I think the important thing is we keep the burden as low as possible for all people.
"I'm not just focusing on those on the top rate, I'm focusing on families, families
that are doing it hard, mums and dads that are servicing a mortgage, that are looking
after kids, that are raising kids, that are educating kids."

Police say a passenger was carrying the jewellery in a blue laptop case as hand luggage
when he put it through the security screening yesterday afternoon.
They say the bag was taken from the security conveyor belt by someone else and has
not been seen since.

As long as discussions about fiscal reform continue, uncertainty will remain in the economy and markets, said the CEESP in its weekly report. The federal government's recently announced third cut in budgeted spending is a demonstration of Mexico's fiscal imbalance, reported Mexico City daily el Economista. The government's dependence on oil revenues is demonstrating its weakness, as crude prices decline, said the CEESP. "The fact of depending on this volatile source of resources doesn't benefit the possibility of achieving healthy public finances in the short term," it said.

General Dynamics Awarded $1.2 Billion for Second FY11 Virginia-class Submarine by U.S. Navy.
GROTON, Conn., April 29, 2011 /PRNewswire/ -- The U.S. Navy has released $1.2 billion for the construction of the 14th Virginia-class submarine, SSN-787, to General Dynamics Electric Boat, a wholly owned subsidiary of General Dynamics (NYSE: GD). This award marks the beginning of production of two submarines per year on the Virginia-class program.
The release of the funding allows procurement of long lead-time components that will support the planned official construction start later this year on the as-yet-unnamed submarine at Electric Boat and its teammate, Huntington Ingalls Industries in Newport News, Va.
"Today represents the culmination of an extraordinary effort by the Virginia-class team," said John D. Holmander, Electric Boat's vice president for the Virginia Program. "From the engineers and designers who reduced the cost of the Virginia Class, to the shipbuilders who have delivered the submarines ahead of schedule and under budget, to the vendors who worked with us on cost-containment strategies, and of course the Navy, which has managed the program now recognized as a model for Pentagon procurement, this has truly been a collective effort."

The Virginia class is the first U.S. Navy warship designed from the keel up for the full range of mission requirements in the post-Cold War era. Optimized for maximum technological and operational flexibility, these submarines play a key role in the nation's defense with their stealth, firepower and unlimited endurance.
Virginia-class submarines displace 7,800 tons, with a hull length of 377 feet and a diameter of 34 feet. They are capable of speeds in excess of 25 knots and can dive to a depth greater than 800 feet, while carrying Mark 48 advanced capability torpedoes, Tomahawk land attack missiles and unmanned underwater vehicles.
Electric Boat last received funds for two submarines in 1991, when the Navy ordered the USS Connecticut (SSN 22) and USS Louisiana (SSBN 743), the final Ohio-class ballistic missile submarine.

PRESIDENT SIGNS CONTINUING RESOLUTION, EXTENDING GOVERNMENT FUNDING TO APRIL 8 AND CUTTING ANOTHER $6 BILLION.
WASHINGTON -- The following information was released by the Association of Public and Land-grant Universities (A۰P۰L۰U):
President Obama today signed legislation funding the federal government through April 8 while cutting another $6 billion from current discretionary spending.
The House passed the bill on Tuesday and the Senate ratified the measure on Friday. The sixth continuing resolution to fund the government since the new fiscal year began on October 1, 2010, the legislation gives the White House and Congress another three weeks to negotiate a spending plan for the remainder of the 2011 fiscal year, which ends September 30.
H.J.Res 48 reduces or terminates a total of 25 programs for a savings of $3.5 billion, including:
Climate Effects Network - Science Application (U.S. Geological Survey) = -$10.5 million. This program to "provide data for forecasting the effects of climate change" was not funded in the President's budget request.
Greenhouse Gas Cap and Trade Funding (EPA) = -$5 million. This funding was provided by the last Congress for the EPA to assist Congress in enacting the Cap and Trade legislation. This program was not funded in the President's budget request.
Public Telecommunications Facilities and Construction (Commerce Department = -$19 million. The mandated conversions of public television stations to digital broadcasting and other mandated conversion efforts are now completed and the funds are no longer necessary. This termination was requested in the President's budget request.
Career Pathways Innovation Fund (Labor Department) = -$125 million. This reduction was included in the President's budget request, as well as the Senate Democrats' most recent CR proposal. This discretionary funding is not necessary as the program received $500 million in mandatory funding provided in the "Health Care and Education Reconciliation Act of 2010."
Corporation for Public Broadcasting = -$50 million. The bill terminates the "Fiscal Stabilization Fund" which provides funding increases to public broadcasting stations to offset reduced public donations. The bill also terminates the "Radio Interconnection" project that was completed in 2010. These programs were also terminated in the President's budget request as well as the Senate Democrats' most recent CR proposal.
Internet Technology Funds (Social Security Administration) = -$200 million. The CR reduces carry-over funding for information technology and telecommunication activities. The funds in this account do not expire - essentially creating a "slush fund" which totaled over $825 million at the beginning of fiscal year 2011. The SSA budget requested use of only $200 million of this funding this year, and the reduction of $200 million in this bill leaves more than sufficient funding available. This reduction was also included in the Senate Democrats' recent CR proposal.
Brownfields Redevelopment (Housing and Urban Development Department) = -$17.5 million. All activities undertaken by this program are also eligible for funding through the Community Development Block Grant. No funds were requested for this program in the President's budget request.
The CR also eliminates $2.6 billion in earmark account funding that was automatically renewed in the CR approved by the previous Congress in December. In previous years, this funding would have gone to earmarked programs and projects. These earmark cuts include:
